Limit the coverage of public welfare assistance to families classified as poor families to maximize the help that is given to them and to reduce government-dependence of the higher-ups. This aims to narrow the gap of social inequality and income inequality in the Federation. Article 1 recognizes the fact that not all 'large families' are poor families. Furthermore, it is in utmost importance and consideration that the classification of 'poor' is income relative to size of the family and the sustainability of the income earned. Therefore, large families with low-income will be given assistance. The same assistance will be given to families, though not large in family size, is earning considerably low to the point of lack of sustenance. Article 2 aims to include people who work in the private sectors to be given their pension, although voluntarily, through the private pension system. |
