Description[?]:

To make provisions for the holding of a referendum in the Zarvospol Oblast on the transition of the Zarvospol Oblast to a Trigunian Republic.

A vote "Yes" will grant the Zarvospol Oblast the ability to craft its own constitution and elect its own legislature. As well as grant the Zarovpsol Oblast to elect its own President, thus allowing the Zarovspol Oblast to become the First Trigunian Republic.

A vote "No" will keep the Zarvospol Oblast under the watchful eye of the Trigunian Federal Government, where its affairs will be governed by the Federal Government thus allowing for the Zarovospol Oblast to remain a Federal Entity (a oblast).

Once passed and recognized this referendum will usher the Zarvospolic Republic in effect as a nominally autonomous region within the Trigunian Federation in accordance with the Federal Constitution of 4021
