After a review of the possible effects of the implementation of Article 1, I must ask all Senators to review their support of this Bill. Though my party respectfully disagrees with the likely ruling of the Senate in favour of Articles 2 and 3, it is my duty as Prime Minister to warn of the seismic effects of banning all killing of animals will have on our nation's farms, food industry and economy in general.
We have in place already responsible legislation to regulate slaughterhouses and ensure animals experience minimal pain or distress. We also have legislation in place to ensure humane treatment of farmed animals which are not killed (for example sheep sheered for wool, or dairy cows) in the process of their use. Let it be clear - this legislation will NOT spare animals on Beluzian farms any suffering they are not already protected from.

However, there will be huge effects on the people involved in animal-based industries as a result. Following proposal of this legislation Sen. Gibbon, the NLP's Food & Agriculture Spokesperson, ordered NLP economists to conduct an emergency review into the effects of such legislation. The report they came back with shows dire consequences. According to them, our agricultural industry will not survive this sudden change, thousands of farms across Beluzia will go under over-night and hundreds of millions of BELs will be wasted. They also said even if farms were allowed to finish this years work with their animals, the fall in the prices of livestock as a result would mean they would not be able to sell off their for-slaughter livestock and survive without that side of their business. Hundreds of thousands of jobs are at risk, and we could lose even more if the knock-on effects are greater than expected.

Members of the Senate, please reconsider support of this disastrous measure.

MessageI would also urge senators to urgently reconsider support for this bill. Although we have our disagreements with articles 2 and 3, article 1 would be a serious catastrophe for our people. This is essentially wiping out our meat based agriculture. We will be forced to rely on imported meat, the price of which will skyrocket to the point that our poorest citizens will be unable to afford. The effect on public health and on our economy will be profound. I would ask on what grounds is this acceptable? And urge senators to consider this vote urgently and sensibly.

MessageThe SPA is willing to consider the issues taken with Article 1, And therefore appeal to all parties to support the amended second version of this bill proposed by Stanton House, and also, instead of article 1, we urge the senate to enforce the current regulations strictly to at least minimize animal suffering
