Bill: Industry Enhance Bill: Media

Details

Submitted by[?]: Libertarian Democrats of Kalistan

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: September 4076

Description[?]:

There are unnecessary governmental expenses in the media - we subsidise all radio and television stations and give no freedom for people to profit in these sectors.

The DFA propose that we have state funded television co-exist with private channels/stations. Less subsidies and more taxation means more government revenue - it also promotes a boost for the media industry and for entrepreneurs to thrive. This allows for the freedom of our country's businesses to advertise their ideas and products on a much larger scale.

We propose additional articles to this bill:

Article 3 - Any outlet that declares and qualifies as a non-profit station will receive the same government subsidies as they did previous to this bill.

Article 4 - The government owns and funds a national television station that gives the public unbiased news and educational services.

Article 5 - The government owns and funds a national radio station that gives the public unbiased news and educational services.

MessageWe see this proposal as acceptable; the three additional articles- number 3 in particular- should remain in place if we are to vote yes though.

MessageThe DFA sees the great benefit the non-profit stations have, we simply feel that a profiting option should be there too. We would never consider the abolition of these subsidies.

MessageThe SP does not agree with the hyperbole in the Description, specifically, this line: "give no freedom for people to profit in these sectors."

This assumes that people should be allowed to profit from providing information to people. That idea is repugnant to the SP, and so we must vote against.

Information should always be free. If the DFA specifically denied private companies the right to broadcast news and other community information, we could see our way to voting for it. But that is, unfortunately, not in this bill.

MessageInformation will be free - there is a free government funded station(s). We feel it is only right that if someone wishes to start a channel and sell advertising space whilst mainstream shows are on, then it is their right to do so.

Right now, the industry is restricted. It is not possible to financially profit in this industry, The DFA see this to be unfair and breech of freedom for entrepreneurs in the media.

MessageWe do not agree with profit in the information business. As long as we prevent privately owned networks from editorializing, or require that they put a disclaimer, something like :The things you are about to hear are all fictional. Nothing these people say should be taken as the truth, we would be fine with it. But far too often, people make up lies about the events of the day to sell ads, and we oppose that.

And for the record, once the SP obtains the majority once more, this act will be repealed.

MessageThe DFA feels that the SPoK lacks any trust in the people of Kalistan. There will still be non-profit stations and a government funded station that MUST show no form of bias. We are convinced this is a safeguard in itself. Why is it up to the government to stop the media showing opinion - if they have to show factual information that is fine...but interpreting facts differently or having a differing opinion to the government should not be restricted in media. Debate and disagreement are healthy for development as a people.

MessageThe position of the Socialist Party is that there should be no profit in any essential thing. We include information in essentials. Non-essentials, things like floating grills, toothbrushes and cheese sticks... people can profit all they like in the things that only a certain percentage of the consumer base wants, but things which are necessary for a modicum of safety, security, and quality of life, people should not be charged what is essentially a privately exacted tax to access them. We would prefer housing, food, clothing, medicine, and education to be provided for free, but we would never countenance a privately levied tax on their use.

And its not that we don't have trust in the people. We know that if you allow profit, people will profit. We trust that people are rational, and will sell what they can at the highest possible cost they can get away with. We are socialists, we are not utopians. People are rational and egoists, they are not altruists.

MessageAnd I think what the Speaker was refering to with regard to editorial opinion is that the editorials that will now be produced as a result of this bill are not those which run contrary to the Government's position. They will be opinions which run contrary to fact and Truth. When a person is chasing advertising revenue, they will do what they can to attract viewers and readers, including printing outright fabrications.

The position of the SP is that the DFA have ushered in an era of brainless TV and yellow journalism. It is a real shame, but we are about to begin a descent into the abyss of the lowest common denominator for the sake of advertising revenue.

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context.
