| Message | To LBSC: There will not be a surplus, this cut in spending will be used to finance major tax cuts to the lower income tax brackets as can be seen in my Income Tax proposal. To DSP: There is a precedent of the Secretary General using this ability. Not to mention that this is an 8% cut that doesn't even touch the already inflated social services budget. |
