| This temporary reform will be set in place for five years (until 4085). The Provisional government has been integrated into the stable government. However due to the ER-DD controlled KGD dictatorship and the following quick regime change and recent privatisation, a reasonable economic shock shocked Darnussia. The government has had a lot of surplus in its past budget for at least 20 years (when my party came in place) at around 200 Billion DAR annually. This equals 40 Trillion DAR (or 40 000 Billion) of federal reserves. 1) The New Economic Programme is a temporary state-led economic boost (similar to the Real life New Deal or Marshall plan) to fix the Darnussian economy. The government has already set a new taxation and spending system, which will redevelop Darnussian infrastructure, education and healthcare, improve the environment, while spending much less into the military. Scientific agencies are being rebuilt and the space agency will be reopened in 4091. The NEP led-by Darnussia will: -establish well-paid public works -lower the interest rate to 1% -build high-tech (modern-design) infrastructure (especially Educational infrastructure) -Give out 60% of federal reserves, for free, to new smart, small-medium, innovative and effective companies (Worker Cooperatives will get slightly more support here) -Invest into state-owned companies -Maximise Export -establish adult education (this is important for minorities that had been discriminated under the KGD) -but also invest into sustainable development of our communities, lower inequalities and set new environmental standards to protect the global environment, with subsidies to eco-friendly companies -establish state-owned companies (30% of federal reserves will go here) with the help of our newly educated youth -invest into foreign countries (very little money will be spent in this direction) The NEP is collectively controlled by all ministries, but especially by the finance ministry and by several other state institutions, to prevent any corruptions, there will be excessive inspections and many non-governmental organisations will keep an eye on this project. 2) It is not known yet, if the Darnussian government will embargo Lodamun, this depends on the Lodamunian government and might be followed by an embargo-referendum here in Darnussia. To meet laws: http://classic.particracy.net/viewbill.php?billid=484842 Unless relations change, Lodamun is the only country banned from investing into the NEP directly. 3) Foreign countries, banks and companies are encouraged to invest into Darnussia. The government will assist the investment process and make legal shortcuts for all entities (except TOs) that have applied to invest. Entities (especially countries) should meld their decision on this page by their foreign ministry, president or CEO. They should also mention how much money they will invest into Darnussia. ;How will the investment work; (simply!) Entities give money to the collective investment fund and bank (in scope of the NEP programme), which will invest the money into companies, resources or other profitable entities within the NEP programme. Money can also be invested directly, but please tell the government if you do so, to avoid unnecessary bureaucracy . 20% more money than invested will come back to investors in max. 20 years. |
