Message | I am afraid that I will have to agree with our colleges in the CPP. We simply do not see the need for public TOC's. Unless some circumstances change in the future in which public TOC's would play a significant role, I believe the free market will operate TOC's efficiently, safely, and cheaply for both the government and the consumer.
