I rise to address the Congress of Baltusia as a friend and a representative of the Kalistan for C campaign. We are very grateful for this opportunity to talk with you all.

Kalistan is thankful that Baltusia has endorsed our candidacy for Seat C. We are aware of, and have spoken on the misunderstanding with regard to Ahmadism, and are appreciative that this misunderstanding is in the past. We would like to focus on the future.

There is literally no country in all of Terra who are closer, physically speaking, to Kalistan than Baltusia. We share a very long land border, and our sea zones meet and travel together for more than 100 miles. We will say: Baltusia's issues are Kalistan's issues. If there is instability in either of our countries, the other must take note. We could say, in time of friendship and in time of enmity, there is no mistaking that what happens in one must necessarily affect the other.

Given this stance, I believe that Baltusia can be assured that Kalistan will be an effective representative of the interests of Baltusia in the security council of the World Congress. We must be: nature and politics have put us side by side. For much of our history, Kalistan and Baltusia have co-existed peacefully, and have had mutually beneficial cross border trade. It is true that as of now, Baltusia is Kalistan's largest market in Northern Selaya, and the amount of goods and services from Baltusia which come in through various ports of entry in Suldanor and Neveras is mindboggling. This fact is almost by default. Despite disagreements we have had in the past, I reiterate, what happens to one happens in some degree to the other.

Therefore it is important for my Government to keep Baltusia with us as we seek the Selayan seat on the Security Council. Yes, it is true we have a lot of votes, and this is largely due to the efforts of my Labour Caucus colleagues, going out, doing the work, and making the case for Kalistan. Countries who opted to nominate Kalistan were not suckers, and they are not stupid. Countries nominated Kalistan because they saw something in our candidacy which suited them. Something we said rang true. Something we offered met their own states' interests. Baltusia built a campaign for the Selayan Seat and made a run for it, but in the end, Baltusia endorsed Kalistan. It was not because we somehow tricked you into doing so, and it certainly isn't because you apparently don't know yourself well enough to work in your own interest.

No, I believe that Baltusia, at the end of the day supported Kalistan because they see the same things we do. Opportunities, and yes, challenges too. But Baltusia chose to endorse Kalistan because, I believe, you saw it as being in your nation's interest to do so.

In closing, I will simply state, I will be happy to answer any question, to the best of my ability that the Congress may pose to me. Making sure you have as much information about your decision is something I strive to do, and will do so with pride. We hope that this opens a dialogue, if one needs to happen, and we look forward to the opportunity to discuss any concerns which may have recently been raised by the visits of other envoys. I thank you, very sincerely, for the chance to speak with you.

Before I ask Congress for any other questions, may I take this opportunity to ask you to give us insight into how your new one-party system works in Kalistan? I understand that the SPoK and Labour Party have merged to form Left Kalistan, but where does that leave other parties that enter your country that do not ideologically chime with you and therefore could not form a caucus within Left Kalistan?

As a rough example, where would the Patriotic Party be - as a non believer in the dual economy, a non believer in paramilitaries and a non-beleiver in legalising drugs for recreational purposes, could we establish a branch in Kalistan or is that now not possible?

I ask this not just out of mere curiosity or to put you on the spot, but because in the context of the Vote for Security Seat C this has been a topic brought up in front of several of our ambassadors and fed back to me.

This is a good question, and I thank you for the opportunity to expound upon it.

You will notice that within the context of our Single Party Bill, http://classic.particracy.net/viewbill.php?billid=488754, we have omitted language referring to the Dual Economy, Paramilitaries and Drug Legalization (OOC: if I would have left it in there, it is likely that Moderation would not enforce the bill, which is incredibly frustrating to me personally, since there is so much push back against any notion of a political culture in Kalistan, but no matter- I'll treaty lock those positions and then play them that way. That has nothing to do with the Party Bill anymore.)

Consequently, a Caucus which opposed those things would have no problem under the law, promoting their own positions with regard to those things so long as they were able to overcome the various efforts put in place to protect them. The Socialist Caucus would certainly oppose them within the Assembly, but there is nothing to prevent them from running that agenda.

Furthermore, opposition to those positions would not keep the Patriots from playing as the "Patriotic" caucus of Left Kalistan fully within the Party Law. Though, of course, as a single, and explicitly leftist Party, Left Kalistan does have a "general Expectation" which guides Parties in a generally Leftist-position- this is explicitly not a requirement. If you could make the argument that your preferences fall within the leftist side of the political spectrum, there would be absolutely nothing formally preventing you from forming the caucus and attempting to take control of the Party with your own agenda. The politics in Kalistan are essentially be interparty politics from now on.

Furthermore, in promotion of Left Kalistan, we argue that we are also increasing legitimate choice in the Nation. We are in a way de-emphasizing the partisan political conflict, and instead seek to promote political engagement of the sectors of the economy and society. There was formerly a law banning ethnic Parties in Kalistan. We have repealed that rule to allow ethnicities to represent themselves in their own caucuses. Farmers may organize their own caucus. Even industrialists may organize their own caucus.

We are, for example, already aware of the fact that a pro-Market, pro-industrialist caucus may be forming within the next few years. They are still in the process of considering whether or not to organize, but 1) an ideology like this runs directly counter to the Socialist Caucus's and Labour Caucus's agendas, and yet there would still be room within the Party for the pro-Market Caucus, because half of the dual economy is completely based on markets, and 2) playing that position would still support the dual economy. The disagreement then would be around expanding the private sector into public sector territory, or vice versa. But this disagreement would still support both the letter of the Left Kalistan Act as well as the spirit of the dual economy.

To sum up, the only types of Parties which are explicitly banned by the bill are populist Caucuses which claim to appeal to the population completely outside what is reflected by the seat count in the National Assembly, and fascist Parties which seek to establish oppressive police power and racial supremacy in Kalistan.

I hope this answers your question on Left Kalistan. I understand that your Party, the Patriotic Party of Baltusia has had disagreements with leftist Parties in Kalistan, and I assume that the establishment of one Party rule in Kalistan may give your Party some pause, but I am confident that the mutually-shared interest in cooperation between our two nations will be enough to overcome any concerns you have with regard to the implications of the rise of One Party Rule in Kalistan. I assure you, our One Party rule is less severe than some of our other neighbors, for example, Indrala, and though it contains the ideological component, our law was directly patterned off the Indralan system. At no point would the Party you describe above be refused an opportunity to participate in Kalistani Politics and promote the agenda you describe above.
