Description[?]:

The war in Rutania is killing many and there seems to be no end in sight for the war.Therefore the foreign ministry proposes that Hutori send 5,000 Peacekeepers to Rutania on behalf of the security council to bring back peace to the nation.We will also provide 200,000 HLR in funds and Emergency Food and Medical Supplies.

Many People are Leaving Rutania as Refugees and Hutori must make clear to the world it's generosity.Therefore the Foreign Ministry and The Internal Affairs Ministry also proposes that our nation accept 50,000 Refugees on an Emergency basis and another 50,000 in the next year who will be accepted after proper Screening.

I request all Members of the Senate to make clear their views.

Applications will be received and screening will take place in our consulates in Vanderburg,Mirigodon(In Ardinia) and Bozarburg.Hutori is capable of handling the wave as Hutori is an Economic Superpower.The refugees who arrive will be given full welfare support for a year,and after that they will be not receive welfare support and must reapply for Welfare after the deadline ends,if they still live in poor conditions.

While I echo the concerns of my colleagues in terms of cost that in of itself does not matter to our caucus. Our caucus is concerned with the sheer logistics of taking in 100,000 refugees in such a short period of time; how will we transport such a vast number of people, where will they live when they arrive? How will they be divided into terms of communities and integrations; what cities and towns will be expected to burden them. What will the exact allowance be given to each refugee?

Further we will refuse to endorse this plan without knowing the exact terms of engagement that our soldiers or marines will need to go through and whether or not they will be expected to see hard combat.

It is sad to see that the LDP and the DNP aren't even concerned about the plight of refugees. As we all know their only priority is to make the Rich richer.They even lack the basic sense of humanity which is,in itself shocking.Hutori and Rutania have had very close relations for the past 300 years and also,Emergency doesn't mean we will be taking them in in a year,It will be spread over two years.

And of the 100,000 Refugees atleast 60,000 of them will be settled in 20 big cities across nation in the ratio of 3,000 per each city.Another 30,000 will be settled in 50 towns and they will be taking in 600 each and the 10,000 remaining refugees will be spread over various rural communities across the nation.

And also the Mayor of Port Prosperity,Mr.Ken Richards(NDP)has accepted to take in 4,000 Refugees in his city.

MessageOOC:-I got these things from the United Nations website.And also,i am not that well knowledged about military rules,conduct etc.,so help would be appreciated

IC:-Provisions by Security council:-
Fuel, water, accommodation and rations for contingents;
office and equipment, vehicles, utilities, communications and information technology for Military Observers, Staff Officers and civilian staff,aviation, cargo and passenger movement for the whole of a mission.

Peacekeepers and police contributing countries (PCC/PCC) provide:

Major equipment and self-sustainment capabilities including vehicles, generators,catering, laundry, internet, medical help.

I can assure the senate that Our soldiers will only be engaged in rescue operations and will establish safe zones across Ardinia to brong together people fleeing from war zones and will provide Financial Support and Also Emotional support through Councelling which will be funded by the council. Our Brave Men and Women will only be engaged in protecting the safe zones from attack.

IC: Mr. Speaker

Before we will commit to the deployment of peacekeepers we want to know the government's stance on this conflict; this is a Civil War. Do we recognize the democratically seceded nation of Ardina or do we only recognize the unified Rutanian Government. What is our governments stance towards Ardina? This will indicate to us the level of threat our peacekeepers may face in the combat zone.

Further there are still no details on how we transporting 100,000 refugees, nor how we will house them and feed them before their first cheques come in.

I will note for posterity's sake that the 20,000 HLR allowance per Refugee, assuming that's the amount being given to each and every Refugee, will amount to a 2 billion HLR cost to the government. We require clarification whether this will be deducted from the Ministry of Social Services and further whuch department will be baring the brunt of the cost of logistics for transporting that many refugees.

Yes as I have edited the proposal.50,000 refugees will be taken in the year 4158 and another 50,000 the next year,The Refugees will be requested to Stay In Community Centres across the nation and the Government will feed them till when we will be able to distribute money to them(Will take atleast a month after they arrive).The Government has already received proposals from atleast 12 Recognised NGOs which say they will provide food to the Refugees through volunteers in Collaboration with the Government.

The Internal Affairs Ministry will bear the costs of the Transportation of the refugees and the money to be distributed to each refugee,will be deducted from the ministry of Health and Social Services.

I do not like the wrap around offered by the Minister of Foreign Affairs. He says we are neutral yet are supporting our ally and friend Rutania; a contradictory statement in of itself.

I am asking again and bluntly and would like a simple and straightforward answer; is the Official Policy of this Government to support the unified Government in Vandenberg which is waging a war of unification against Ardina and do we recognize the independence of Ardina, a nation that legally seceded from Rutania and is now being attacked by our ally.

Our position will not only affect our decision but will help clear up any mess for our Peacekeepers.

We can not support this Bill. The outgoing Foreign Minister was unable to adequately address all of our concerns as well the actual position of our government towards Rutania is far too open ended; what if the Rutanian Government deny us access? What if the Ardinian Government do the same? Regardless of whether we have a Security Council Mandate or not this is the equalivent of deploying a full combat Regiment abroad.

Nor Forces have been dedicated to this initiative, we know the now former Minister of Defence hasn't offered any opinion. When a new Cabinet is selected we will reconsider our position when we have a Minister capable of doing their job properly.

MessageAnd also,Yes this will be a regiment from the Hutorian Army,and also,we are not open ended,This is the third time I am saying that we will be neutral and there is a real need for us to help as Roads all across Rutania as well as Ardinia are damaged and there is lack of coordination in the nation and cities like Oct, Mirigodon and Feynport are starving without supplies,so there is a need for Hutori to provide supplies atleast through air and water.

And now,I will edit the proposal again to ensure that Hutorian Peacekeepers will only provide Supplies through Air and Water.

4 Aircraft Carriers will set sail from Bekenial with supplies and Refugees will leave from Mirigodon, Vanderburg,Bozarburg and Port Seaborg with the Help of the Hutorian Air Force and the Air force of the respective nation's will ensure safe exit of the Peacekeepers and Refugees.

We have no once stared we have an issue with the refugees so I'd appreciate the Honourable Gentleman get his facts straight before ramming words down my throat. My concerns are getting them situated and making sure there was a plan before brought them here. You'll note we offered no further criticism for the plan regarding the refugees, it's your assumption and the arrogance of your statement that insults us and I fully expect an apology from the Gentleman opposite.

Our entire concern is the protection of our men and women in infirm that are being Deployed to a potentionally hostile war zone without ANY information on the combat situation being offered to to this Chamber. We will note not once other then in your prior statement was is stated that we HAD permission from both Vanderburg and Mirigodon to actually deploy Forces, we have not seen any proof of this Council Mandate, you haven't provided enough hard proof! Only vagueness!

Why is the Minister of Foreign Affairs offering any advice on the deployment of combat Forces... why is the Minister of Defence of the Chief of the Defence Staff offering their assessments? What qualifies the Minister of Foreign Affairs to offer any advisement on the deployment of combat Forces at all?!

MessageOOC: friendly advice, not to sound condescending or arrogant, unless you understand what it is your deploying I'd avoid offering a hard deployment figure like 4 Aircraft Carriers... that is NOT a light deployment... that's for extreme combat situation. As a comparison, during the Great War we Deployed 2/3 of our Navy against Trigunia and that only included TWO Aircraft Carriers at any given time. I do not expect you to know that, nor to understand the gravity of military deployments, plain and simple Hutori hasn't done much military RP in a long time.

I will post after your IC response as the Chief of Defence Staff, but so everyone knows in future, the military onky speaks to the Senate when they are asked. Other then that the Minister of Defence is expected to speak on their behalf... whuch we haven't had an active MinDef in a very long time

Thank you for the opportunity to address this Chamber.

In regards to a possible deployment of Rutania I can safely state we are already well situated.

Currently we available to us McCarthy Naval Base, actually situated in Mirigodon. McCarthy Naval Base is Hutori's oldest and longest running overseas Base and is permanently home to a rotating Squadron of the First Fleet and the Hutorian Marine a Corps. On current stand by there we have the HNS-Leah Ross and her escorting Fleet as well as 2nd Battalion of the 7th Marine Regiment, 1,000 boots all told.

Should we receive permission from this chamber to deploy, the Marines can begin immediate peacekeeping operation to ensure lines of communication for refugees can remain open. Further with McCarthy Naval Base I would suggest an immediate deployment of Airborne Troopers from the 6th Airborne Division who are equipped for rapid responses. They will have Army Engineers with them who can begin mild road repair and infrastructure renewal. The Leah Ross can coordinate some supply management. We would suggest using McCarthy as a temporary refugee processing centre; it would be under direct protection of our Forces. When we have clearance to utilize other avenues we can certainly explore it.
