MessageThe LOOs are adamant that the government sieze NO property and deem it protected. Since that is not an option however, it is smart to allow the local governments to control it, as they would have the local knowledge and resources.

MessageYou assume that the local governments take the best course of action. For my part, I believe that it is significantly easier to change through the federal government rather than browbeat all the local governments into order.

MessageBut the point of devolution to local governments is that no brow-beating into order should occur. It is their choice whether to maintain parks or not, which is currently the best option available in the name of freedom.
