| Article(1)- There shall be the establishment of the office of Minister of Finance as provided in this clause by law. Section 1- The Minister of Finance shall be appointed by a party moving a motion for the establishment of such an office and/or by the Head of Cabinet. Section 2- The role and responsibilities of the Minister of Finance is to oversee the fiscal and economic matters of the state , which includes proposing a budget for revenue (taxes) and expenditure. Section 3- The Minister of Finance shall upon his appointment, propose a budget no longer than 6 months upon tenure of his office . Subsection A- The Minister of Finance must propose a budget for every fiscal year. Fiscal year meaning, every year starting on January and ending December Subsection B- The Minister of Finance must propose a budget (taxes and expenditure/spending) for debate no longer than 2 days nor shorter than 6 hours , to which it can then be moved for a vote Section 4- The Minister of Finance can be asked to resign on then following grounds such as (1) Failure to execute ones duties based on the provisions of this Bill (2) By proposing a budget that has lead to a deficit three consecutive times and (3) Failure to comply with rules of the game and (4) On a successful motion of No confidence by the legislature which must be passed by a simple majority. Section 4- The Minister of Finance can be removed on the successful passage of a cabinet proposal. This bill must be passed by a simple majority in the legislature and can only be amended by 2/3rds majority of members in the legislature. |
