Description[?]:

In order to ensure the fairness of the electoral process we propose the following changes.

Article I.) PUBLIC FUNDS
1.) Only Parties that Obtain "Official Party Status" may be eligible for Public Election Funds from the Ministry of Finance.
1.1) Parties are defined as having obtained "Official Party Status" at the Provincal Level by Obtain 5% of the popular vote minimum.
1.2) Parties are defined as having obtained "Official Party Status" at the Federal Level by obtaining 5% of the Popular Vote, or seats in at least Two distinct Provinces.
2.) Public Election Funds will be from the Ministry of Finance with the stipend to be decided jointly by the Ministry of Finance and the Federal Elections Commission.
2.1) Public Election Funds not used during a Campaign will need to be returned to the Federal Elections Commission, or distinct Provincial Election Commission.
3. Distinct Funds will be set up for Party Presidential Campaigns, Federal Senate Campaigns and administered and overseen by the Federal Elections Commission.
4.) Money for Provincial Campaigns will be drawn from the appropriate Provincial Ministry of Finance and overseen by the appropriate Provincial Election Commission.
5.) Political Parties, Federal Senate Candidates or Presidential Candidates who raised above a determined sum of money are prohibited from accepting money from the Federal Elections Commission.
5.1) The donation floor prohibiting public funds is to be decided by the Federal Elections Commission.

Article II.) PRIVATE DONATIONS
1.) All Presidential Candidates, Federal Senate Candidates, and Federal Political Parties may accept private donations.
2.) Private Donations for Presidential Candidates are prohibited from exceeding 10,000 HLR per person per candidate.
2.1) Presidential Candidates can only accept donations once they have registered their candidacy with the Federal Elections Commission
2.2) Campaign Donations not used during a Presidential Campaign must be disclosed to the Federal Elections Commission.
3.) Private Donations for Federal Senate Candidates may not exceed 5,000 HLR per person per candidates
3.1) Federal Senate Candidates can only accept donations during Federal Election Campaigns.
3.1.1) Federal Election Campaigns are defined as the period 8 months prior to a scheduled Election when the Seating of the current Senate session has been adjourned.
3.2) Funds not used during Federal Election Campaigns must be disclosed to the Federal Elections Commission and then transferred to the control of the Political Party from which the candidate ran for.
3.3) Independent Candidate need to store funds in a locked trust for the explicit purpose of re-election.
4.) Private donations directly to Federal Political Parties may not exceed 10,000 HLR per person per Party per annum.
4.1) All private donations given to Federal Political Parties must be disclosed to the Federal Elections Commission

Article III.) PROVINCIAL JURISDICTION
1.) Individual Provinces have the power to set their own rules concerning Provincial Campaign Donations as long as those rules are registered with the appropriate Provincial Elections Commission.
2.) Federal Political Parties & Provincial Political Parties may not exchange or share Donation Campaign Funds under any circumstances.
