Article I.) DIRECT ACTION CAPABILITIES 1.) Upon the Passage of this Bill the Alternative Options Branch, herein after known as AOB, of the Hutorian Security & Intelligence Service, herein after known as HSIS, will be formally reactivated under the auspices of HSIS' Office of International Observation. 2.) AOB will be a Direct Action Intelligence Support Unit with the Mandate to Intercept and Disrupt any threats to the national security of the Federal Republic of Hutori and it's successor states, through any and all means at its disposal. 3.) All information pertaining to AOB including but not limited to, personnel, budget, equipment, deployment and operations will be deemed classified. 4.) Information pertaining to AOB will be classified for a period no less then ninety nine (99) years with extensions on classified files to be determined on Presidential Authority. 5.) HSIS will have exclusive Internal authority to decide on Vetting, Selection and Employment of Operators of the AOB. Article II.) SAFEGUARDS 1.) Operators of AOB will be exempt from criminal investigation or prosecution while executing their duties. 1.1) Waiving of these Protections can be enacted by Waiving of their AOB Operator Status by the Minister of Foreign Affairs, Prime Minster or President. 2.) Any and all Operations thay include a direct action component must have Presidential Authority before it may occur. Operators who fail to adhere to Presidential Authority may have their Status as an AOB Operator revoked per Section 1.1 |
