This is completely ridiculous. We don't even know which part of the sea would be regulated by each province. Not to mention the fact that the provincial governments have no way of enforcing their whaling policiy since the National Coast Gard is in the control of the Federal Goverment.

For me, it's just common sens to say that whaling policies shouldn't be in the hand of the provincial goverments. The biodiversity of Hutori is the property of every Hutorian whatever their province, and that is for the main reason that nature doesn't know any border.

If one province, let's say Roccato, decide to legalize whaling and then whales goes extinct. They won't just be extinct in Roccato, they will be extinct all over Terra. This si why we need to enforce one uniform law agaisn't whaling all over Hutori.''
