Bill: Formation Process Act of 4208

Details

Submitted by[?]: Dorvische Allianz für Freiheit

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: February 4209

Description[?]:

President,

We believe that there are many positives attached to giving the task of forming a government to the Head of State, as we'd have someone in charge of organizing the negotiations between parties instead of the current chaotic system in which individual parties spam proposals without notifying the other participants. We need more communication.

MessageSpeaker,

I can understand why the LKP thinks that we do it because of our recent win, but I assure you that we would have proposed this even if we didn't win. We really believe that it is in Dorvik's interest to have a higher authority who organizes the negotiations between parties who are willing to form a government.

MessageOOC: I really am presenting this bill in order to prevent a chaos like we had previously, where parties propose coalitions left, right and center without communicating with their partners, making the negotiations an even bigger mess than they already were.

Messageooc: this propsal is irrational, we'll have to wait till the DAF is online to propose the cabinet in a private message to DAF and every, I mean EVERY reshuffle will be dependent from the DAF being or not being online... this is stupid and I urge every other player to oppose it. we don't have to extend the competences of the president in order to negotiate the cabinet.

MessageOOC: Not sure if the KU noticed, but I'm basically always online. And if you think that I'm too inactive, you just ask for new elections and a new president. These negotiations are already becoming a mess, so please just vote for the sake of having a bit of organization here.

MessageOoc: the fact that you are "basically always online" doesn't change the fact that this is just irrational. How come a minor in-game party can be responsible for the appointment of the cabinet. It is pretty obvious that you ARE GOING to be biased and this will unecessairly prolong the creation of the cabinet. I don't see the problem with many cabinet proposals being pushed to vote since one of them will eventually pass through the legislature... idiotic and pointless

MessageOoc: if we had a presidential system here, this would be justified but otherwise it is pointless and will change literally nothing and will unecessairly extend the competences of the President...

MessageMr Speaker,

We vigorously oppose this anti-democratic proposal. Yes, cabinets have been difficult to form, but putting all that power into the Presidents hand will cause adverse effects. What if we have a President who doesn't want to play ball? What if there is a perfectly coherent coalition that could have a majority, but because the President is not a part of that party, they will not allow it to pass? No, this is a highly dangerous proposal, we cannot allow it to pass!

Christopher Leiner, Progress Leader

(OOC: This will make gameplay extremely difficult, we'll be full of reluctant coalitions permanently for starters)

MessageOOC: You can trust me that I won't be biased. I'll set up a protocol for how these negotiations will work and I will definetely give every party an equal chance of forming a government, depending on the fact whether they've put enough time and effort in finding a working government.
