Wheras the central government has assumed ownership over communications outlets thus far this act aims to grant local communities and organizations under the patronage of the central government the ability to express themselves via their own media platforms. Article One A department shall be established to grant licensing for broadcast via television and radio by recognized and approved organizations Section A The central liscening authority shall consist of officials directly appointed by the Education and Culture Minister Section B Liscences shall be granted based on initial proposals considered by the authority, presented by prospective community groups Section C The authority on an annual basis shall review the content produced by liscenced organizations and shall consider whether such content is conducive to the public good. Article Two The department shall oversee the distribution of funds to enable licensed groups to generate original programing for public broadcast Section A All liscenced groups shall be granted an equal amount of funding on the basis of their broadcast medium to ensure no view or organization gains advantage Section B Where there is a clear need liscenced organization can apply for additional funds from the central authority, Subsection B1 Liscenced organizations can pool resources granted by the central authority, cooperativley in order to produce content Section C In order to ensure there is no profit motive by liscenced organizations, unused funds must be either spent or returned to the central authority on an annual basis |

Message | We have concerns about this initiative, as it may result in the takeover of our media and information systems by anti-democratic and counterrevolutionary forces. We are however confident in the strength of Kalopian democracy and its maturity, so we will cautiously support a decentralisation of the information system. |
