OOC Overview this review, should be known as the "Front Report" in RP, it is a groundbreaking report of the Malivian Armed Forces following decades of negligence by the Defense Ministry and the Malivian Empires collapse. Ministry of Defense October 4216 Executive Summary Historically, Malivia has had a stable an efficient Armed force and has participated in numerous conflicts generally as the victor but mostly to political happenstance and not military achievement. General Overview I. Manpower Our review of the Malivian Armed Forces found that, as of October 4216, there were 210.000 in the Army, 95.000 in the Navy,110.000 in the Air Force and 90.000 in the Logistical Corps , for a combined number of active personnel of 505.000 men and women. There were 190.000 in the Army Reserves, 85.000 in the Navy Reserves, 75.000 in the Air Force Reserves and no reserves for the Logistical Corps it being fully professional, for a combined number of 350.000 men and women in reserve.. The total population of Malivia, as of October 4216, is 99,651,842. By finding the number of people in the work force, defined as men and women between the ages of 15 and 65, in each constituency, we were able to calculate Malivias available manpower at 42.000.000 from them around 35.500.000 are fit for service. Annually due to current Malivian law, All adults upon completion of schooling must serve a term in the military, but can shorten their term/forego it completely by paying a certain amount of money. Since conscientious objectors can be exempted from combatant roles, but not from non-combatant roles the military strictly uses the extra personnel to free fit for combat troops. The size of Malivias military, in terms of active personnel, reserve personnel, and those fit for service in the "available manpower" group, is strong relative to our neighboring nations and most nations in Terra. II. Armament and Equipment Due to current Malivian law, the government owns national defense industries which exist alongside privately owned defense industries. As a result, the continued supply of equipment and armaments to the Malivian Armed Forces appears stable, without cause for concern for potential impediments. The weapons currently in use by the military are a mixed bag,some of them are quite dated in today standards though some newer weaponry are in our arsenal but even then those are again dated comparing them to the Great Powers. III. Appropriations The GDP of the Free State of Malivia, as of October 4216, is 666,401,255,401 MCR. The government's budget is 205,007,600,000 MCR. The budget for the Ministry of Defense is 2 Billion MCR. Conclusion Based upon the findings in this report, we find that the Malivian Armed Forces are able to defend the homeland against a foreign attack theoretically if the invading force comes from an equal strength nation. The size of the military has decreased over the past few centuries, we believe the Army, the Navy,the Air Force and the Logistical Corps are well-trained but not not well equiped for campaigning outside our borders. We also express concern over the lack of cyber capabilities to defend vital national interests such as power grids and data systems. We believe that a few changes in policy and greater government focus on defense will greatly improve the state of Malivias military over the next decade and beyond. This, coupled with a more active and engaging foreign policy, including broadening Malivias alliance system, will also vastly expand Malivias ability to project military power throughout Terra, aiding in protecting our national interests both regionally and internationally. Recommendations We offer a number of recommendations to help improve the state of the Malivian Armed Forces and have framed the following recommendations in a 25-year period. The state of the Malivian Armed Forces should be reassessed again at the end of this 25-year period. We recommend investing in advanced equipment and armaments and recommend greater accountability, oversight and expansion of the Defense Ministry's budget. |
