This bill proposes the reinstatement of the Military & Civic National Service Program of 4131 (http://classic.particracy.net/viewbill.php?billid=494722). Purpose: To create a national program to supplement our military and our public service capabilities. SEC I 1) Article 1 enacts the National Service Program which mandates that upon (i) graduation of secondary school and (ii) reaching adulthood, all adults will be required to choose to:: i) serve a two-year-term of military service or, ii) serve a two-year-term of non-military national community service, which will include but not be limited to government service in public works projects, forestry service, hospitals, etc., or a period of service in one or more private-sector organizations such as a public agency, a nonprofit or civil society organization. Only service in organizations that are a part of a government-recognized network will be applicable for credit. 2) This bill creates the National Service Council, whom will be responsible for implementing all criteria beyond this legislation regarding national community service. The Ministry of Defense will be responsible for matters concerning national military service. SEC. II 1) Exemptions from this act will be provided to those adults who can not meet the requirements of military service or find placement in a national community service assignment due to: i) disability, ii) reasons of health, iii) incarceration during the period of the service term, iv) legitimate religious grounds, v) the adult has dependents and is the only provider or, vi) detailed evidence and testimony from community leaders is provided demonstrating the applicant served four-or-more years of consistent participation in one-or-more community service organizations or any civilian organization directly comparable to military service, etc. before reaching the age of 18. The requirements for this exception will be stringent. 2) No exceptions will be made for adults who did not complete secondary schooling. |

Message | This program allowed our Army to dwarf the numbers of great powers like Istalia and to meet over-sized hordes such as the Kafuristani Chan army. It also provided greater manpower in times of natural disaster, unrest, and war. National service civilian recruits helped reconstruct the Halion-Romula Highway, develop the Trans-Solentian Interstate System, and rebuilt our nation's infrastructure from the bottom up and pulled our nation out of serious depression. These recruits also provided invaluable time in their local communities. Senators, please consider renewing this important legislation. Thank you. Senator Roderick Miller (Orame) |
