Since I've taken the position of the Federal Ministry of Finance, my team and I have been working on a procedure of implementing a series of reform to mend the damage which have been made by the previous administrations. We plan to invest heavily in three sectors which are healthcare and social services, education and culture and infrastructure and transport. We want to relocate present assets and allocate new financial assets in a way they will be as much productive as possible. There are still places in Dorvik which are severely undercovered by state's healthcare institutions and face difficulties with access to facilities providing as basic service as healthcare. Same goes for education and culture. We want to allocate funds in infrastructure and education in order to cover rural areas of north-east Kordusia, East Dorvan and southern borderland and children living there with advanced institutions and facilities which will allow them to enjoy the same level of education as in other parts in Dorvik and to exercise their basic right to education. This reform will not be possible without reformation of the current shape of the fiscal policy and taxation policy. We believe that the zero percent tax rate policy needs reform and needs it quick to heal the damaged perception of the state within the eyes of the public. The citizens need to now that the government invests in their future and they need to see measurable and visible results.

If this proposal will not pass we see no further possibility of co-operation and we will be forced to support any call for early election in order to find a solution for Dorvik, as we believe proposed changes are necessary in order to heal the economy and economic damage made by the previous administration.

Our plan is to:
- implement a small but a reasonable 5% sales tax rate for essential/normal goods
- increase the sales tax rate for luxury consumer goods to 17% from the current 13%
- gradually increase the corporate tax to 19% from the current 15%; the first increase is by 1 pp. and 1 pp. a year for the next 3 years.
- relocate current assets within the federal budget: move 2 billion dolgars from the trade and industry budget to health and social services, move 1 billion dolgars from the justice budget to the infrastructure budget, move 1 billion from the trade and industry to food and agriculture and 1 to the ministry of education and culture
- allocate new funds accordingly with needs of the initiatives in order to cover 100% of the State with the best quality of social and healthcare facilities, education facilities and infrastructure.

This budget is unnecessary. We do not have a deficit, we have a surplus. Therefore these gigantic take hikes are utterly stupid. Taxing anything on essential goods it utterly immoral and vile. Raising luxury goods tax so much is ludicrous and will hit the middle and working classes the most. Whilst we can endorse a fair sum of the proposed budget, we utterly oppose these huge tax hikes. We urge the HDU to take another look at these tax brackets and come to a more moderate and fair conclusion. A step in the right direction on some parts perhaps, but that step is too far in that direction!

The thing that concerns us most is the fact that an increasing number of parties seems to have forgotten how to compromise when joining a coalition. The electorate expect another attitude of their leading politicians. Despite all the rhetoric that the elecorate has to listnen to again for next couple of months, instability is the big winner.

The HDU seem to be sore losers. They proposed this outrageous budget proposal out of the blue. They have not even attempted to compromise with the rest of the government; we would have supported a more moderate version of this budget, with the removal of taxation on essential goods and the reduction of the hike you proposed on luxury goods. Also, we have a surplus as it is and you propose only a minor increase in spending. Such tax hikes are absolutely not necessary to the degree proposed here.

We already have a SURPLUS! And with the budget just beign a juggle around, amounting to the same, why on God's green Earth do we need HUGE tax hikes? Why does the HDU seem so adamant on taxing essential goods? They know it is an unpopular move, which our party will never support! Why propose such hikes on luxury goods (which is basically anything non essential), but a TINY, MINISCULE little increase on corporation tax? Now don't get me wrong, we're not advocating huge tax hikes on corporation tax either, but if we did need to hike taxes up, surely that's the first place to look, so middle and working classes aren't hit so hard! We will never support this backwards proposal.

We don't propose this budget in order to achieve a bigger surplus. This is to secure more funds for investments which will be made immediately after this budget passes. I see we already have a surplus but we plan to invest heavily in healthcare, education and infrastructue and this relatively small surplus is just not engouh as our reforms will be extensive and capital-intensive. We do not indent to create a long-lasting overtaxation, we want to secure funds before we propose our reforms in the federal budget.

Whilst this motive is respectable, we simply cannot condone taxing essential goods; the taxes which we would raise differ from the options you have selected. Your proposal sees no change in corporation tax, yet massive hikes in luxury goods and essential goods. This is simply in our opinion an utterly back to front proposal.

I want to assure you that with the beginning of july this year our party will present a series of reforms starting with a complex, comprehensive and structural reform of our education system. We're plannig to establish a clear structure of our eductational facilities which will replace today's foggy and impaired one. We intend to invest heavily in the education sector which will allow for creation of thousands of new jobs for teachers and other educational personell and maybe the most important cover the entire country with advanced, professional and well-thought education. We'll inform you on other reforms later this year.
