| We believe that it is necessary to have a understandable and well organized administration and therefore it would be useful if the nation concerning obtained approval from the Ministère des Affaires Etrangères first. Also, the refugees program has been sharpen these days and we think that we may not distinguish those refugees regarding to their reasons. This won't mean that all refugees can walk into our great nation, because of our solid immigration policy (quotas are based on individual applicant's qualifications).
