This bill and all its Articles and sections upon passing will be a integral part of the constitution of the Bundesrepublik Dorvik and will therefore be actively enforced upon passing with a 2/3 majority. Article I The Dorvish Secret Service will be a organisation consisting of 3 agency's working together to ensure the safety of the Dorvish Nation. The secret service will consist of: Dorvish Federal Intelligence Agency (DFIA) Dorvish Foreign Information Service (DFIS) Dorvish Military Intelligence Office (DMIO) Article II DFIA: The DFIA will always operate under the Dorvish constitution and the active laws of the Dorvish nation. The DFIA is responsible for Cyber Security of government systems and the monitoring of Cyber threats in the Dorvish nation and can be used by the HOG to conduct investigations on Dorvish soil. The DFIA has the authority to conduct investigations on the sovereign soil of the Dorvish nation and will have the authority to use all means necessary under Dorvish law if a investigation is in the national interest. The DFIA is under the authority of the Minister of Internal affairs and its departments but will follow orders of the HOG if required to do so by the HOG. Article III DFIS: The DFIS will always operate under the Dorvish constitution and the active laws of the Dorvish nation. The DFIS is responsible for the gathering of information in foreign countries that is deemed important to the Dorvish national interest and/or security. The DFIS has the authority to conduct investigations on foreign soil under dorvish law but has a responsability to respect the country of investigation. The responsability to respect the sovereign teritory of a foreign nation can be overwriten by a order of the HOG and/or a court order if a case is deemed vital to the national interest of Dorvik. The DFIS is under the authority of the Minister of Foreign Affairs and its departments but will follow orders of the HOG if required to do so by the HOG. Article IV DMIO: The DMIO will always operate under the Dorvish constitution and the active laws of the Dorvish nation. The DMIO is responsible for the gathering of military intelligence during times of war or peace and can gather intelligence on foreign soil in wartime, this is not allowed during peacetime and the task of gathering information on foreign soil will be executed by the DFIS in peacetime. The DMIO is allowed to gather intelligence on Dorvish soil important for military operations or defense/war planning. The DMIO has the authority to arrest members and investigate matters within the Dorvish armed forces and can prosecute any offenders of the military code. The DMIO is under the authority of the Minister of Defense and will not be influenced by the HOG or any other ministry/department. |

Message | President, I think miss Heikler cant understand this bill. We will explain once again. The secret service should not be controlled by anyone. Ofcourse they should be held accountable for mistakes that could be made and this will be done through the central government. You really think that a secret service that is supervised by 5 regional governments and 1 central govrnment can work independently? this is a recipe for disaster and inneficiency.
