| President, Members of the Federal Assembly, On behalf of the Hosian Democratic Union, I present to you a proposal which will grant thousands of women across the Federal Republic of Dorvik access to fully compensated abortion process, funded by their own health insurance during the first trimester of pregnancy. Together with this proposal, we intend to implement mandatory counseling period before the possible abortion procedure. The process of Pregnancy Counseling must take place in a facility approved by the Federal Ministry of Health and Social Services and must last for at leat 1 week (7 days) before the possible procedure. If this period of 1 week begins less than a week before the beginning of the second trimester, the treating doctor may issue a negative opinion and refuse to execute the process of pregnancy termination. By this law, anyone who terminates a pregnancy in conditions not listed in this reform shall be liable to imprisonment not exceeding three years or a fine of up to 10.000 dolgars. Acts the effects of which occur before the conclusion of the nidation shall not be deemed to be an abortion within the meaning of this law. |
