MessageI never truly determined what these limits do. For example, if we would only recieve 2 proposals a year, that would only be 1/6 of a proposal a month. So I would only be able to create one bill with one proposal after 6 months?

MessageIt means that the most proposals you can do is 5, and that each in game month you get 2 proposals, but you can never have more then five.
