Article I - The Executive: The Chief of Government (Babban Gwamna) Section 1 - Executive power shall be vested in the Chief of the Government (Babban Gwamna). She/he shall be popularly elected to hold his/her Office for the Term of 4 years. The Chief of Government (Babban Gwamna) shall be the representative of the Monarch of Talmoria and Aslistan, who shall be the nominal Head of State. Only a Talmorian, who is a citizen at the time of birth, may be elected as the Chief of the Government (Babban Gwamna). The Chief of the Government (Babban Gwamna) shall receive a salary for his/her service, a salary that cannot be altered during the period of service. The Chief of the Government (Babban Gwamna) cannot accept any other form of emolument during the period of service. Section 2 - In Case of the Removal of the Chief of Government (Babban Gwamna) from Office, or of his/her Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Deputy Minister (Mataimakin Ministan, OOC - Interior Minister) shall temporarily assume the Powers and Duties of the said Office until a new Chief of Government (Babban Gwamna) is elected. The Parliament (Majalisar) may call a special election to choose a Chief of Government (Babban Gwamna). Section 3 - The Chief of Government (Babban Gwamna) shall be Supreme Commander of the Talmorian Armed Forces. He/she shall have the power to appoint ministers and other officials with the consent of the Parliament (Majalisar). He/she shall also have the power to appoint Judges to the High Court of Talmoria with the consent of the Parliament (Majalisar). Section 4 - The Chief of Government (Babban Gwamna) and all civil Officers of the Commonwealth of Talmoria, shall be removed from Office for conviction of, Treason, Bribery, or other high Crimes and Misdemeanors. The Parliament (Majalisar) may temporarily suspend the Chief of Government, or other official, from office. If the High Court finds the Chief of Government (Babban Gwamna), or other official, guilty of high crimes, the Parliament (Majalisar) may hold a general election to replace the Chief of Government (Babban Gwamna), or other official. Article II - The Legislative: Parliament (Majalisar) Section 1 - All legislative Powers herein granted shall be vested in the Parliament (Majalisar). No bill may become law before being votd on and approved by the Parliament (Majalisar). Members of Parliament (MPs) shall serve for a term of 4 years. A term may be shortened by a special election. Section 2 - An individual who is not at least 21 years of age, a Talmorian citizen, and a resident of the province for 5 years from which they are elected from shall not serve as a Member of Parliament. Section 3 - The Parliament (Majalisar) shall choose a Speaker and other Officials to carry out the duties and responsibilities of the legislature. Section 4 - The Parliament (Majalisar) shall have the power to remove the Chief of Government (Babban Gwamna) or another Official from office. The High Court of Talmoria shall judge the constitutionality of the removal. Section 5 - The Parliament (Majalisar) may determine the rules of its proceedings, punish its members for disorderly behaviour, and expel a member with the support of 2/3 of all Members of Parliament. Section 6 - The Members of Parliament shall receive a compensation for their services, to be ascertained by Law, and paid out of the Royal Treasury of Talmoria. Members of Parliament may not accept any other form of emolument or any other High Office during their term in the Parliament (Majalisar). A Member of Parliament cannot serve concurrently in the Executive or Judicial branches of government. A member of the Imperial Family must give up all rights to title and inheritance before serving in the Parliament (Majalisar). Section 7 - Parliament (Majalisar) shall have the power to: lay and collect taxes, to borrow money and credit for Talmoria, to regulate commerce and trade to foreign nations, to coin money and regulate the value thereof - and of foreign Coin, to fix the standard of weights and measures, to establish inferior courts to aide with the duties of the High Court of Talmoria, to declare war, to raise and support armies in the defence of the homeland, to make laws that are necessary in executing the foregoing powers. Section 8 - Parliament (Majalisar) shall have no less than 255 seats. Article III - The Judicial: The High Court of Talmoria (Babban Kotun Talmoria) Section I - The judicial Power of Talmoria, shall be vested in one High Court (Babban Kotun). The judges, both of the high and inferior courts, shall hold their offices indefinitely, and shall, at stated times, receive for their services, a compensation, which shall not be diminished during their continuance in office. A judge may be removed by 2/3 vote of the Parliament (Majalisar) for abuses of office. Section 2 - The judicial power of the High Court of Talmoria (Babban Kotun Talmoria) shall extend to all cases concerning the laws of Talmoria or its foreign treaties, public officials, national borders, and cases in which Talmoria is a party of of. Section 3 - The High Court of Talmoria (Babban Kotun Talmoria) shall have both original jurisdiction and appellate jurisdiction. The High Court of Talmoria (Babban Kotun Talmoria) shall be the highest court. Article IV - Amending the Constitution Section 1 - Parliament (Majalisar) shall have the power to amend this Constitution. Amendments shall require a vote of two-thirds of the members of the Parliament (Majalisar) in order to pass and may only apply to certain areas of this constitution. Article V - The Powers of the Provinces Section 1 - The Provinces may elect a governor and may elect mayors. There shall be a general election every 4 years. Section 2 - Provinces may pass laws, regulations, and ordinances, so long as it does not violate national laws. Article VI - Rights of the People Section 1 - The people have the right to assembly and to petition the government for a redress of grievances. Section 2 - The people and the press shall have the freedom of speech, which shall not be infringed upon by law, regulation, or a governmental entity. Section 3 - The people shall the right to practice religion freely in private homes or houses of worship. Section 4 - The right of the people to be secure in their person and all property, against unreasonable searches and seizures, shall not be violated. However, a warrant, upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, may be issued to search a person or his/her property. Article VII - Ratification Section 1 - This Constitution shall be ratified and made supreme law of the land if it has the support of 2/3 of Parliament (Majalisar). |

Message | Regarding section 2, Article II we would like to see the age reduced to 21 years and a residency requirement of say 5-10 years being required to be elgible. A compromise at 25 years of age would be acceptable providing the voting age is 18 universally. |

Message | Mr. Speaker, We will take your concerns regarding Article II, section 2 into account. There are an odd number of seats to prevent the possibility of a split vote or Parliament.
