MessageI will not incur upon us an expensive enforcement program that will take away from all other aspects of policing, forcing them to spend some of their time dealing with crimes that hurt mostly the one performing the crime if they hurt anyone at all, instead of dealing with crimes that actually hurt other people like, say, murder and theft.
