AIM – To provide an agreed RP understanding of Bundesstaat Government. The KHU proposes that we agree how the Federal States are governed and then we can retrospectively apply this to the Federal States.

BACKGROUND - The Federal Republic of Dundorf consists of five Federal States that have decision making powers over all matters devolved to local government.

TECHNICAL BACKGROUND – Although the game provides for the devolution of policy to the regions, it doesn’t actually provide a method to calculate regional government (elections, cabinets), or to enact regional legislation (no regional legislature).

RESOURCES – Despite this we still have five regions and we receive a regional break down of the vote at national legislative elections.

PROPOSAL –

-- Legislative – Each Federal State has a State Legislature consisting of 100 members. Members are elected at the same time as the elections for the National Legislature (ooc: the results for the state legislature are the same as the national legislature).

--Government – The Federal State government is drawn from the largest coalition related to the coalitions at the national level. If the coalitions are tied in the legislature (eg 50-50) then the party with the largest number of votes in that state receives a one seat bonus to break the deadlock. (ooc: we have been through a period of extreme political stability between 4299 – 4312, so the coalitions are KHU-DDP-DVP v’s SED-NAP-VKPD, this will change from the 4315 election onwards depending on who the MPfG align with).

--Federal State President – I propose that each state has a Federal State President, but rather than this figure being drawn from the party with the most votes, they should be drawn from the party with the most votes within the governing coalition.

Summary – Although the Bourgeois block won the national elections, the Left block gained ground in the Federal States, having majorities in Gayern (gain), Grozvic Muzelbergen and Kronstein (gain). The National Workers Party became the largest left party and secured the Federal State Presidencies in all three regions won by the Left Block. The Bourgeois block held on in Zarkitsch where the Democratic Party won the Presidency and in Oderveld where the KHU continued their domination of state politics.

RETROSPECTIVELY – I propose that this is applied retrospectively at least back to 4299.

FUTURE – After each set of national elections I will publish a local set of election results, also highlighting the likely governing coalition and the party that the State President belongs to.

MessageThis is a very rigid proposal, but however, one of our party goals is the dissolution of State Parliaments in favor of a national Parliament named the Volkskammer—People's Chamber. If we were to put forth our proposal, all current preexisting state representatives would then become representatives of the People's Chamber. As it stands, the VKPD is unlikely to vote yes, if this were sent to vote.

OOC: I like it, but feels too BRD for me. I was hoping to channel some of that DDR nostalgia with a Volkskammer.

VKDP, I accept your point. If this passes it will give you something to constitutionally overhaul when the left return to power.

MessageHaving extensively reviewed the bill again, and seeing the comments by the KHU, we deem its contents suitable, and therefore change our opinion. The VKPD votes yes on this bill.

As of May 4316, we have chosen two members of the Zentralkomitee to head the VKPD's posts of Bundesstaatpräsident.
For Gayern, our party has chosen Otto Steindorf's son, Ernst, as his father has resigned, citing poor health the cause.
For Grozvic Muzelbergen, the VKPD has chosen Tobias Geissler for the office.
