On behalf of the Grand Duchy of Keymon, I greet you and thank you for discussing ratification of this treaty.

The treaty is perhaps unclear on the point of our role in times of war. Certainly, permitting warships into our port makes us a belligerent party. We draw a distinction between ships - merchant vessels, private yachts, and the like - and warships. Our neutrality is something we take very seriously and we will not compromise it in such a way.

Hopefully, this clarifies this issue to your satisfication.

My apologies for sending multiple messages, but in reading my last missive I see that it can be misinterpreted. To be utterly clearly, belligerent warships will not be permitted into Keymon's harbor. Our open port policy only extends to non-military merchant shipping and military vessels in times of peace.

MessageThe good thing about this bill is it gives our merchant fleet a safe harbour during the war. During WWI and WWII, the merchant fleets on both sides were targets for the enemy, and I'm sure the same would apply in game. The Keymon ports would actually be safer than our own ports.
