We will, as always, oppose this bill. Good governance comes from carrying the support of this chamber, and that comes from winning the most seats in an election, they must always have first right to Govern. As in the past, if they cannot, they give other parties an opportunity. My own Party has been voted into a Coalition Government, presented by the largest Party, which became the Official Opposition.

In a multi-party system, as we have, a majority of the Diet supporting the party with the most seats cannot always be assured. While the largest party should have the first chance at forming a government, in many cases in the past this system as it stands has led to governments which hold power even after losing a majority, such as the rule of the despot Jamesson and our isolation from foreign affairs under his rule.

This is the surest way to ensure the largest Party gets first attempt... and would then we required to ensure a reasonable Government is formed, without them if necesarry, we could pass the Responsible Government Act (RP act) to ensure such a thing, but I do not believe their is a risk as before.

The current system is rotten at the core and falling of its hinges. Recent events as a result of the current law include a party being several months - even a year - defunct but still holding cabinet positions and, in general, to weak and ineffective governments. It is simply undemocratic to have the constitution to restrict parties in such a way. Everyone must be given an opportunity to enter government.
