| With the creation of the Hutorian Federal Health Authority, we see the need to increase the Health and Social Services budget to 90,000,000,000 HLR. To minimize the amount of tax increases we would have to make to pay for this, we see fit to lower the Defense and Science and Technology budgets by 5 and 10 billion HLR respectively. Article 1: Budget Decreases 1.1 The budget for the Ministry of Defense shall by decreased by 5,000,000,000 HLR. 1.2 The Budget for the Ministry of Science and Technology shall be decreased by 10,000,000,000 HLR. 1.3 The decrease in the budget of the Ministry of Science and Technology shall have no effect on the budget of SERA which shall remain 60,000,000,000 HLR. Article 2: Budget Increases 2.1 The budget for the Ministry of Health and Social Services shall be increased by 30,000,000,000 HLR. |
