| This Act calls for the altering of the Constitution. It would require a 2/3 majority to pass. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The Reform Party suggests that, due to the nature of politics currently in Kalopia, and the necessity of several coalitions as a result of a time of conflict, it would be better to remove powers from the President. We propose that the role would be purely ceremonial, and that whilst there would be an "emergency powers" grant, this would be restricted as much as possible. Therefore, the Reform Party proposes: ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- RECOGNISING the necessity of the Cabinet, and the individual Ministries during times of conflict; FURTHER RECOGNISING the importance of the Legislature, as affirmed by the Term Limit Act http://classic.particracy.net/viewbill.php?billid=552599 ; REAFFIRMING that the legislative branch is run by the Grand National Assembly and by the Assembly Members who have been elected to it; HEREBY DECREES that the Position of President of Kalopia will be granted ceremonial powers only, except in times of emergency; AND that these powers can only be handed to the President in the case of unanimous support from the Cabinet of the Grand National Assembly; AND that these powers can be removed by a simple 50% majority within the Grand National Assembly; FURTHER DECREES that the executive shall hence be passed down to the Cabinet of the Grand National Assembly, which shall be chaired by a Prime Minister of Kalopia ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The Reform Party submits this Act to the Assembly. |
