Bill: Super prison bill

Details

Submitted by[?]: Kalistan National Front

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: December 4339

Description[?]:

If passed, this bill will order the construction of four new “super” prisons.
These prisons will only contain the criminally insane, terrorists, murderers and those who have committed treason.
These prisoners will each have a cell and adequate needs met.

These prisons will be complete with, 45 cells each (one for each prisoner), a canteen, gaurd accommodation, a visitor room and more.
These prisons must include the capacity to carry out an execution such as a gallows or a room for lethal injection.

Several different firms have approached the department for justice and agreed to build the prisons for a price of 150 million each. The companies will not only build the prisons, but operate them and provide the gaurds, meaning no additional cost to the tax payer after construction.
Despite the fact the jails will be privately run they will still be government property and after ten years the government will either change firm or renew the 150 million ruble contract.
The firms include: Kalistani construction, JP Hinkins, Bondolier construction and Hindlong builders.
The construction of these prisons would allow those who can be rehabilitated to do so in the other prisons, this means that other prisons can be more liberal and segregate petty criminals from murderers.

MessageThe construction if these prisons alone will generate many jobs, not mentioning the upkeep. These prisons will provide workers with a good deal and a good salary.
It will segregate more dangerous criminals from those who can be rehabilitated, lowering re-offending and radicalisation in Kalistani jails.
This bill only has upsides, improving the economy, lowering clime rates and generally making life better for a lot of people.
As the KNF control the ministry of justice we thought it was our duty to bring about a new era in our justice department.

MessageWe can only support if the private companies running the prison are subject to strict government oversight and regulation to prevent abusive or cruel practices. No matter the crime, prisoners do still have some basic fundamental rights and the government should have a strong hand to enforce these.
