Description[?]:
Una proposal fusionar e incorporar la iglesia y el estado. A proposal to merge and incorporate the Church (Aurorian Patriarchal Church) and the State. This proposal would establish the Church of Egelion as the national church of the Egelian and Caillean people and as the state church of Egelion. It would further establish the Church of Egelion as a 'particular church' in full communion with the worldwide Aurorian Patriarchal Church but self governing within the Republic of Egelion and established Egelian communities in the Egelian Diaspora. This proposal would also urge El Parlamento to consider an international treaty granting established Egelian communities recognition by foreign governments as formally part of the Egelian Diaspora and granting of autonomy within religious affairs related to the Church of Egelion. **Minority citizens of Egelion, when abroad, shall for all purposes be considered members of the Egelion diaspora and therefore seek asylum and sanctuary in the Church of Egelion abroad**. Regarding Article 1, blasphemy shall be defined as denying the existence of God while physically in public or made over a medium to which such denial of existence may be received by the public (online, by television). The statement must be made to the public. For example, two persons speaking with each other in a public park in which one persons states they do not believe in God would not be an offense. If a man were to stand in a public park and state "God does not exist" to no one in particular, that would be an offense. Regarding Article 2, foreign missionaries may only be received by and for the Aurorian Patriarchal Church and the Bishopal Church of Egelion. Once approved, their travel is free. Foreign missionaries of other churches or religions is prohibited. Regarding Article 3, the Holy Synod of the Church of Egelion shall be established. It shall consist of an Upper House comprised of Bishops and a Lower House comprised of party appointees appointed in accordance with their party's most recent electoral success. The Upper House shall have 55 bishops. There shall be 1 Archbishop for every province as an Archdiocese and each province shall have 10 dioceses headed by 10 Bishops. The Lower House shall comprise of 55 laymen. These laymen shall include the Head of State, the Prime Minister, and the 12 ministers of the cabinet. The remaining 41 members shall be appointed by party leaders in accordance with each party's most recent electoral success, to include the the party leader's themselves as one seat. In the event that the Patriarch or one of the five Archbishops dies or resigns, the Holy Synod shall appoint the vacancy. In all other cases, the Upper House of the Holy Synod shall be left to its own affairs to govern the Church. Regarding Article 4, the Church of Egelion shall not be taxed. All other religions shall be treated as companies with charitable donations not taxed. Regarding Article 5, only the Church of Egelion may set up and operate religious schools. Because the matter of schools is a mixed matter not only pertaining to the Church, religious schools shall be under the authority of both the Upper House and Lower House of the Holy Synod. Regarding Article 6, only ministers of the Church of Egelion shall be supported by the government. Regarding Article 8, the Church of Egelion shall be the national church of the Egelion and Caillean people and the state church of Egelion. |

We are more than willing to negotiate and will not proceed this bill to vote until we have built a majority consensus. Hopefully, the Church of Egelion will not only be formalized by our own national legislature, but, afterwards by international treaty and will be a focal point of our national pride. |
