This is a comprehensive peace offer. If accepted, all military operations will halt immediately.

Gharki, Agundi, and all muhafazah wishing to take advantage of this offer are recognized as sovereign states. They will have control of all matters other than defence and foreign affairs.

They must approve this devolution in a referendum (if parties demanding sovereigntry win the election in that region, then it passes: eg if BMSP + Marxists + Unionists win Gharki, the referendum passes there.)
