Description[?]:

An act designed to return more power to the local level, where decisions that effect the immediate population of an area should be handled and legislated by those affected. Governments at the state and local levels need to have a greater role in governing, leaving only national issues to the national government. This allows for the greatest amount of freedom for the most amount of people, and allows for the state and local government to be "laboratories of governing", allowing different ways of tackling issues to be tried and tested.
