Message | We are sympathetic to the majority of the proposals in this Bill, and will therefore vote "Yes". However, we have some suggestions: (1) It is not a good idea to combine constitutional legislation with domestic legislation in a single Bill, because any Bill with a constitutional amendment will require over two-thirds of the legislature to support it - whereas normally a Bill would only require a simple majority.
