Senators,

The recent legislative changes have increased the budgetary requirements for a number of services, which our current budget is ill equipped to deal with. The introduction of the death penalty has led to an increased requirement for higher Justice spending, as seeking the death penalty incurs significantly more time, effort, and costs. The expansion of our housing and child benefit policies require higher spending for Food and Agriculture, Trade and Industry, and Infrastructure and Transport. Thankfully our high luxury goods tax allows us to significantly increase spending for those departments, making sure that the Republic provides the best services to its citizens. With this amended budget we will have an estimated SEN 6 billion deficit, or around 0.98% of our total GDP, a significant improvement over our current SEN 63 billion surplus (11.51% of GDP).

While the Republican Party and our coalition partners may disagree on the legitimacy of capital punishment, we all agree that no innocent should receive this penalty. Trials where capital punishment is sought are expensive precisely because of the higher burden placed on prosecution in determining the defendant's guilt. Without sufficient justice spending we are likely to see a lot more innocent people sent to the guillotine.

And debt at less than 1% of GDP is so laughably low it cannot even be called debt. Most countries' debt to GDP ratio is far far higher. The budget proposed by the Finance Ministry is a poster child of a balanced budget.
