| Message | Senators, Selucia has not been involved in a fighting war since the Pirate War of the 3860s, and it is unlikely we would find ourselves in another similar conflict at any point in the near future. Even if we did, the use of weapons of mass destruction would do us no good in any likely conflict. The enemies of today are not states and their regimented armies. Today's enemies is terrorist organizations and other non-state actors, against which WMDs are utterly useless.
