| Preamble We, the people of the La République de Kanjor et La Tondelle, do hereby ordain and adopt this Constitution for the La République de Kanjor et La Tondelle. Section I : The Republic. 1. Constitution of The Republic of Kanjor and La Tondelle is the most important law in The Republic of Kanjor de La Tondelle. 2. Country name should be La République de Kanjor et La Tondelle, referred further in Constitution as Kanjor or The Republic. 3. Rule in Kanjor belongs to the People. 3.1 Rule of People consist of elected President , Common Chamber, General Council lead by Marshall of Chamber and courts, including elected Central Court. 4. Kanjor shall be democratic state ruled towards social justice. 5. Kanjor defens itself and its citizens independently. 6. Kanjor secures Carnillaise culture, as well as minorities and their language. 7. Kanjor does not break treaties signed by it, as well as signed international law. 8. Any political party can be created. 9. Any trade union, both independent and public, can be created and shall be secured by Republic. 10. Mariage is secured by The Republic. 11. Market in Kanjor shall be free, but Republic can intervene in it. 12. Family as guarantee of nation continuity is secured by The Republic. 13. Work is secured by The Republic. 14. Kanjor is secular state, which does not block any religion and do not prosecute any cults. 15. Coat of Arms of Kanjor is Dark Blue, with white stripe and 6 lilies. 16. Flag of Kanjor is dark blue, with white cross and coat of arms on center. 17. Anthem of Kanjor is "Vive la Kanjor". 18. Capital of Kanjor is Atyr Section II, Chambre Commune (Common Chamber) 19. Unicameral parliament is named Chambre Commune (Common Chamber) 20. Common Chamber consists of 300 deputies, elected in common, equal election. 21. Term of Parliament is 3 years long. 22. Any not imprisoned citzen of Republic who is over 21 years old can be elected to Parliament. 23. Candidates can be presented by parties or people. 24. Marshall of Common Chamber is appointed by Common Chamber. Before appointing the cabinet, Chamber elects Deputy Marshall, who takes power of Head of Government before cabinet appointment. 25. Chamber votes bills submitted by Leadership of parties. After passing, proposals become law. 26. Referendum can be called by 3/5 of deputies, or by support of more than 3'000'000 citizens of Republic. Section III : President 27. President is main authority, guardian of Constitution and main representative of Nation. 28. President is elected from candidates over 30 years old, submited by at least 2 millions of people in common and equal elections. 28.1 If no candidate gets majority of votes, second turn of elections is called. 29. Voter can ask Central Court to approve validity of elections. 30. Marshall of Common Chamber takes the office of President if he for some reason can't act President. 30.1 If Consul dies, resigns or elections are classified as invalid by Central Court, Marshall of Common Chamber takes office of Consul to next election. 31. President is main leader of army, in times of peace he leaves this role to Minister of National Defence. 32. President can call parliament session. 33. If President breaks Constitution, he can be judged by State Tribunal. 33.1 To activate the procedure listed §.33, Common Chamber must pass the bill by 3/5 of votes. Section IV: Courts 34. Courts are fully independent of any power other than law. 35. Any issue other than issues with government, parliament or President is judged by Common Courts. 36. People elect Central Court in common equal elections. Common Courts and State Tribunal is appointed by Central Court. 37. Term of courts is 8 years. 38. Central Court controls work of courts, checks accordance of bill and constitution. 39. Judging of Central Court is not changeable. 40. Nominated by Central Court State Tribunal can judge President, Government and Parliament, to check theie decision compilance with constitution. Law Change : 41. To change law, majority of votes is required. 42. To change Constitution, 2/3 majority of votes is required. 42.1 Articles 4-6 and 10-14 requires a 3/5 majority. |
