Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.

| Message | Senators, We support the ban on weapons of mass destruction, but we do not agree with the proposal to require the government to build shelters throughout the nation.
