Mr. Speaker,

I understand Article 1, but what's the point of Article 2 on industrial hemp?

MessageMr. Desrosiers,

The NDP believes that the reason is self-explanatory. We would like to create regulations and guidelines for the industrial hemp industry, as there are none at the moment. We would like ensure quality control, as well as basic sanitation and working standards for the industry. If the Congress believes that there should be an entire industry without regulation, guidelines, or oversight than it should vote against ge bill. However, we’d like to point out that similar industries, such as soy products, are regulated industries. We do not see a reason for the continued lack of oversight.

MessageOOC: You've spent so much time developing elaborate rules of RP and how we're supposed to debate here, which I'm fine with, but you don't even give us the pleasure of knowing who is speaking.

MessageBonaparte Desrosiers, Leader of the Congress of the Left:

Mr. Speaker,

I stand with my colleagues in the Socialists. You cant say we need more regulation on one hand... then say we need less on the other. Particularly since all this country's safety and quality regulations still apply to hemp as they do any product- what this legislation will do is allow the Government to pick winners. No doubt there will be all sorts of fees to be considered a regulated hemp farm- a rule which could easily put smaller farmers out of work entirely.

Random fact: Any RP law granting extraordinary "emergency powers" or dictator-like powers to a government must be passed by at least a 2/3rds majority, but (like all RP laws) may always be overturned by a simple majority vote of the legislature.
