Bill: RP: Authorisation of a Referendum on the Monarchy 4408

Details

Submitted by[?]: Partido Nacionalista y Unionista

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: March 4409

Description[?]:

The PNP proposes, as a compromise position, that a referendum proposal is introduced authorizing a referendum after the next legislative elections on the future of the monarchy.

Essentially this Bill will authorize a referendum with a two question format;

"Should Egelion continue to have a monarch as Head of State: Yes or No"

If the vote is "Yes" the monarchy is retained.
If the vote is "No" the republic is restored.

If the outcome of the referendum is a "No" vote then the government will be authorised to put legislative proposals to the legislature restoring the monarchy. The legislature will debate the issue and parties will vote on the legislation and will be free to oppose, albeit the people of Egelion will have positively expressed their constitutional choice.

A yes vote for this proposal authorises a referendum on the future of the monarchy, a no vote vote defeats the idea of a referendum.

ooc: The mechanics of this are as follows. If this proposal passes prior to the next legislative election, then after the next legislative election I will introduce a referendum proposal.

The decision will be decided by whichever parties have won seats in the next election breaking down their share of the legislative vote into "Yes" and "No" proportions as per the referendum question.

For example, based on the last legislative election, each parties vote share was;

Unión Demócrata Republicana Confederal - 42.51%
Partido Nacional Progresivo - 36.06%
Partido Nacional Reformista - 13.57%
Sobrevenir - 7.76%
Other - 0.11%

Breaking that share down by each party (hypothetically in this case, in the referendum each party would choose the breakdown of their supporters)

Yes
UDRC = 42.51%*5%
PNP =36.06%*85%
PNR =13.57*15%
S =7.76*25%
O =.11*50%

Total yes vote = 36.81%

No
UDRC - 42.51%*95%
PNP - 36.06*15%
PNR - 13.57%*85%
S - 7.76%*75%
O - 0.11%*50%

Total No vote = 63.19%

The No vote win the referendum and legislation will subsequently be put to the legislature abolishing the monarchy.

Messageooc: Basically this is a fudge to square the PNP away with potentially getting rid of the monarchy. It is clear that our support base is likely to be largely conservative and as such in favour of the monarchy. However if a referendum produces a clear result in favour of the a republic that our representatives in the legislature will back any proposals to change the constitutional system.

It also allows the opportunity for some RP (without an immidiate resort to a civil war).

MessageThe Unión Demócrata Republicana Confederal supports this referendum because we believe in its intrinsic worth as an exercise in direct democracy. A referendum campaign will engage national publics, often passive and sometimes actively excluded, in the business of political debate and decision-making. The UDRC sees virtue in the idea of a more direct link between the popular will and the levers of power, therefore, admire referendums as an instrument of empowerment for the too-often neglected people. Moreover, in societies like ours afflicted by years of civil conflict, the prospect of a popular vote to decide the future of the state will help advance proposals that can be politically sustained. The UDRC defends that the ultimate role of the whole population in deciding whether the deal is acceptable will confer a mantle of legitimacy to future reforms and ensure a broad base of political support for any controversial decision. This referendum will likely aid political stability, and also bind not just the present government, but those that follow it.

      Random quote: "The first step in freeing yourself from social restrictions is the realization that there is no such thing as a 'safe' code of conduct, one that would earn everyone's approval. Your actions can always be condemned by someone, for being too bold or too apathetic, for being too conformist or too nonconformist, for being too liberal or too conservative. So it's necessary to decide whose approval is important to you." - Harry Browne
