Vinician Law on the Maximum Wage Senators, In 4381 the Republican Party successfully introduced a salary cap in Selucia, defined as eleven times the lowest salary paid by the same company with a 5% increase for each additional employee. And this policy has so far been successful in reducing income disparity and fostering political and economic equality. There is however one problem with the salary cap we have in place. Wealthy people who wish to increase their wealth are practically forced to attack the cap, either by submitting fraudulent data regarding their personal income or by politically attacking the maximum wage and aiming for its repeal. Additionally, since the maximum salary legislation does not account for contractors, part-time workers, or trainees, we have seen companies bypass the maximum wage by hiring outside firms to keep low-wage employees on their payroll, or by increasing the workload of part-time employees. In order to lessen this resistance and to facilitate an equal distribution of wealth, we propose the introduction of a maximum-wage cap as a ratio of the poverty line within each municipality. With this policy, the wealthiest and most powerful members of our society will still see their incomes rise, but only if the incomes of the poorest rise first, giving the richest Selucians a vested interest in reducing poverty and raising incomes for all Selucians. To that end, we propose to amend the Clodian Law on Salaries (http://classic.particracy.net/viewbill.php?billid=565574) as follows: I. The highest salary paid by a company hiring at least three employees may not exceed either the national or the local maximum wage established by the municipality where the company's corporate headquarters is located, whichever is lower. II. The national maximum wage is established as eleven times the lowest salary paid by the same company, to increase by 5% of the lowest salary paid by the same company for each additional employee. III. The local maximum wage is established at twelve times the local poverty threshold. IV. Municipal governments shall have the responsibility of determining the local poverty threshold, calculated based on family needs for clothing, shelter, utilities, and food. The threshold shall be calculated by taking a point in the distribution of two-adult, two-child family expenditures for those items, and a factor of 1.2 shall be applied to account for miscellaneous needs such as non-work related transportation, personal care, or household upkeep. V. Salary is defined as the sum of all benefits (including money and services) paid in connection with gainful employment. VI. The Republic shall make exceptions for the above provisions in relation to the wages of persons in training, temporary employment, and part-time employment. Iennifer Vinicia Opis Senatrix |
