Members of the Presidium,

The cabinet wants to reform our education system. We want to introduce more freedoms in our educational system, while we guarantee the level of our education.

We want to change the following:
1. The cabinet wants to ban homeschooling. Education will keep on being compulsory but the cabinet wants this to happen at the schools. Only this way we can guarantee the level of education.
2. We want to allow for the option to follow private higher education. We believe that this adds to the different opitions of education for the future of Lodamun. It allows parents and their childeren to find a school that fits them.
3. We want to allow heavily regulated private nursery establishments alongside public ones. This to expand the choice for parents.
4. Currently there is a free public education system alongside private schools, we want to regulate private education more to ensure they teach adequate skills and information.
5. We want to make sure that the schools follow a national standard, for this we want private schools only to be partially exempt. This allows for them to still keep their distinctive character.

As the minister mentioned, this has been discussed lengthily within the cabinet, and its members stand behind the accord struck today. Therefore the PSP will support this comprehensive educational reform effort. the PSP will vote in favour of this bill.

This is outrageous! We have the Presidium for a reason and that reason is to make sure everyone has a say about what happens with regard to laws in this country! That the PSP and the LLP just usher trough their own back-room deals cannot be allowed to stand. Even if parties have a majority of the seats in the Presidium, they ought to let the different parties debate a bill. I strongly urge the LLP to retract this bill and reintroduce it for all parties to debate in order to let our people keep their faith in the people they elect to represent themselves! We will vote against this bill on principal, for it represents a clear breach of parliamentary etiquette, which is a practice that should never be encouraged.

What I failed to address in my previous statement, but should mention nonetheless, is the reason this bill has been brought to the floor wothout debate: the parties in government are so afraid their coalition willl not survive the coming elections that they want to push through this legislation at the last movement. They had three more months to debate this bill, but chose not to, out of fear they might miss the voting deadline and would have to reintroduce the bill at a less ideal time (for them). This is a selfish act of political opportunism and should be strongly condemned by all parties.
