OOC: Every Party is allowed to send a single Representative to this Committee. Questions are directed straight to the HSIS Director, rather then "Mr. Speaker". This Hearing is not public and unless you are on the committee you have no knowledge of anything that has occured. IC: Mr. Chairman, Honourable Members of the this Committee I come to you today to request an immediate increase of the Operating Budget of the Hutorian Intelligence Service. Current funding models redirects 15% of the Foreign Affairs Budget into our Operating Budget. This increase can either be a direct injection, or a larger percentage being divvied in. However I am requesting no less then an additional 250 Million HLR in funding to push funding over 3 Billion HLR. I am willing to answer any questions that this Committee holds. Message | Madam Jones At it's apex HSIS had an operating budget of 3.2 Billion HLR, half a billion more then we have now. While I would prefer to have as much as we could, even a simple quarter Billion increase would allow me to expand the training facilities and program at the Campus; enhance our capabilities at Embassies across the globe and most importantly, expand the Directorate of Information; our HUMINT division. Message | Madam Jones A little of column A and a little of Column B. If I am being frank, the Intelligence community has suffered for many years, not on any fault of the organizations themselves, but more so because of other pressing concerns this nation faced. I am merely trying to restore HSIS to what it was, rather then attack any particular deficiency, The most obvious response is the most important aspect; getting more boots on the ground. While Signal Intelligence and Electronic Intelligence is invaluable nothing is more valuable then human eyes and ears observing, listening and more importantly; reacting. To get more boots, we need to recruit and expand our ability to train, and at the end of the day that will require money. Mr. Hill We have a defeict of case officers themselves. While most Embassies have one or two Intelligence Officers beyond the largest Embassies, we have nothing in terms of the Consulates throughout the nation; focusing entirely on the capitals, and further specific nations we do not have enough people to react to ongoing situations. Vanuku is a prime example; up until two years ago this was considered one of the safest posting in the world, now I would consider it ground zero and all we have are a trio of Case Officers that were there simply to be cycled through; a true and critical error considering Vanuku's threat level and more importantly the reputation of the State Security Agency. Whether or not that intelligence organization is the feared beast what is was is irrelevant; the fact that it could be is the true issue. I want more resources to be able to allocate officers and resources as situations evolve, but organically as possible that will not weaken us elsewhere. Message | Mr. Hill I dont know if the quarter billion will be enough to completely satisfy our needs, but it's the estimated needs to jumpstart the expanded Training Program at the Campus, prepare the groundwork for the increase of Official Government Cover Operatives. This will also allow us to look at the viability at more Non Official Cover Operatives. The next training class of the expanded class will take three years; the average training class length. Message | Mr. Hill To specify this increased training program is for the "white hat" portion of the Directorate of Information.. our deficiency lays in the lack of boots we have on the ground for simple intelligence gathering purposes from those with Official Government Covers. If we are talking about paramilitary operations or specifically Officers appointed to the Alternative Options Branch that is a conversation for another time. Unlike most Intelligence Officers it's harder to "train" AOB Officers; they are made and molded from others.
