Mutanabbian Law on Vices Senators, The flawed and impoverished liberal view on liberty, where everyone gets to do whatever they want as long as their actions don't interfere with those of others, is destructive and harmful and does not correspond to true freedom. Liberty to pursue one's private vices and addictions makes one a slave to one's passions and thus the opposite of free. True freedom consists in the ability to act according to what one understands to be their most important purposes, and this can only be achieved through active political participation and not through the pursuit of private vices. Individual autonomy is maintained by mastering one's passions and selfish drives and reducing irrational attachments that obscure a free understanding of both one's own good and the common good. It thus stands to reason that destructive individual behaviors, like drinking, smoking, or gambling, are counter to Republican liberty, as they harm those that engage in them and destroy the common good. It is in the best interests of the Republic to have healthy and free citizens, and free citizens require that all other citizens be free. Most perniciously, these private vices are driven by the self-interest of the powerful few, the tobacco and alcohol companies and the unscrupulous casinos, who exploit the vulnerabilities of the poor to get rich. For this reason we call for restricting these private vices in the interest of the common good. We once again propose an advertising ban for alcohol, tobacco, and gambling, including plain packaging laws for tobacco and alcohol products. Additionally we again propose to eliminate smoking in all public spaces and places of employment and restricting tobacco use to private homes and clubs, as well as a complete ban on gambling throughout the Republic. In case of alcohol we also propose a 24/7 Sobriety Program. Whenever any citizen or permanent resident demonstrates irresponsible use of alcohol, by drunk driving, disorderly conduct, or other alcohol-related offences, they may be ordered by court into temporary sobriety, enforced through tests for alcohol in their system. The tests may be carried out through a bracelet tracking alcohol level, in-person breathalyzer tests, and daily blood alcohol tests. Should the offender miss a test or commit another violation of the temporary sobriety program, they may be forced to spend one night in jail. The 24/7 Sobriety Program will not replace treatment, and offenders may be ordered by court to undergo both treatment programs and temporary sobriety. In effect this will create a "licence to drink". We grant driving licences to those that prove capable of driving, and yet we revoke or suspend same licences when the person demonstrates irresponsible use of that right. Message | Senator Midius, You have an obligation to yourself, your family, your fellow citizens, and the Republic to lead a healthy lifestyle. If you find yourself unable to break with your vice, I hear the Senate has an excellent smoking rehab center. I understand quitting smoking is very difficult, since nicotine is by far the most addictive legal substance out there and is more addictive than heroin and cocaine. But do not despair, Senator Midius, there are plenty of people who are eager to help you renounce this deadly habit. I am sure I speak for the entire Senate when I say that your coworkers are all here for you and will give you all the emotional support you need to get through this. I know quitting smoking will be one of the hardest things you have ever done Senator, which is why I and my fellow Senators and Senatrices will do everything in our power to help you break free of this addiction.
