MessageMr. Speaker,

As many in this house know, I have for the entirety of my career opposed landmines. These deadly weapons kill without discrimination of age, gender, combatant status, or national status. They are reckless and unreliable. They cause civilian deaths as children and their parents may mistakenly walk upon unmarked mines.

Each time I have proposed this bill, the military and the right-wing of this house have opposed the policy of banning landmines. They say that it is not the policy of this nation to use landmines in combat zones... that landmines are only used to fortify permanent military institutions across the country and abroad. Well, I think it is time for Hutori to codify that policy.

Therefore, I have amended this bill to include an exemption for the current policy of the Hutori armed forces. This bill, if passed, will ban landmines in Hutori except for those landmines used to fortify permanent military installations here and abroad.

We hope this bill will be amenable to the Military and to the government - it simply codifies existing policy.
