This bill bans all land mines as Hutori military ordinance, but extends the exception provision BLAM Act of 4423 to allow Hutori to stockpile, but not activate landmines. This bill allows two exceptions to the "no landmines" policy: 1) Those landmines used to fortify permanent military installations in clear and visibly marked areas surrounding such institutions are allowed. 2) The Hutori Navy will make policy concerning seamines. They shall not be covered under this ban. 3) This bill will not impact the ability of the defense ministry to stockpile landmines, just limit their use to military installations. |

Message | Mr. Speaker, It has been brought to our attention from several military analysts that the BLAM Act of 4423 does not adequately answer two areas of law concerning the use of land mines by the Hutori Military: 1) Whether the act applies to seamines 2) Whether the Hutori military is able to stockpile landmines The BLAMERS Act answers both these questions. First, the BLAMERS Act gives the Hutori Navy complete and explicit control over seamine policy. Second, it clarifies that while their use is banned, landmines may still be stockpiled by the military for the purpose of defending military installations. On a personal note, I ask this House for "statesman's privilege." This shall be the last bill I introduce in Parliament. After the election I will no longer be a member of Parliament - regardless of the Presidential Election - which polls suggest I am likely to lose. The fight to ban landmines has been part of my life's work. I ask that this House consider this bill my last request as an elected official of this house. I have always believed in the capacity for this Parliament to do good in this world. Let's finish the job of doing a little good on landmine policy. I thank you all, my friends, for your service. As I leave Parliament for good, I think of all the great men and women with whom I've had the pleasure to work over the past 40 years - especially Pavel Jucewicz, Peter Knox, Brett Martin, Ambassador Nowell, Natalie Cook, President Carmichael, Jeffery Rawson, Pierre Rousseau, and of course my dearest friend and former Professor, President Constance Okafor.
