This bill will allow parents to opt-out of vaccines for their children if they have ideological or religious opposition to vaccines.

Should parents choose to opt-out, they must pay a 1,000 HLR tax for each vaccine their children do not receive or a total of 10,000 HLR - whichever amount is less. The proceeds of that tax shall be earmarked for research towards communicable diseases. Those who cannot pay or refuse to pay the VACCINE TAX must receive the vaccine regardless ideological or religious opposition.

MessageMr. Speaker,

The New Liberal Party is a party that values civil liberties, therefore we are sympathetic to those who wish to refuse vaccines for religious or ideological reasons. However, we are also a party that values Science, and truly understand the need for as many people as possible to be vaccinated against communicable diseases.

Therefore, we introduce the VACCINE TAX act as a potential middle ground option. We ask for comment from our friends in Parliament.

I hereby open the VACCINE TAX Act for debate.

MessageMr Speaker,

While I would like to see a bill passed that would allow people to opt out of vaccines for religious reasons, we cannot support this bill as is. 10,000 HLR per vaccine is just too much. Not many families could afford that. I understand the meed to discourage people from opting out, but this is just too far.

MessageMr. Speaker,

Vaccinations are essential to fighting preventable disease. Allowing children to be exposed to disease because their parents "disagree" with vaccines will permit an intolerable public health risk. Not everyone can get a vaccine because of rare conditions, these people are the most vulnerable when certain misguided members of the public decide their religion or psuedoscientific ideology is more important than their child's health.

This bill may allow the re-emergence of diseases in future generations that current and former generations were protected by because of this country's excellent vaccine mandate. Our policy makes Hutori an attractive visa recipient as well as all native born Hutorian citizens are mandated to receive vaccines. The freedom to reject your child a vaccine is akin to the freedom to give your child a disease — this simply cannot be permitted.
