MessageMr. Speaker,

In principle we believe the following:

- That the largest party in Parliament has a mandate to attempt to form a governing coalition.
- That the governing coalition should have the fewest number of partners available to achieve a majority.
- That if a majority cannot be achieved, the government may be propped up by a supply and confidence vote.

We also have made clear our intentions to vote for a cabinet in which the New Liberal Party may serve as foreign affairs. Therefore, we have a dilemma here.

While we would like to have Mr. Hill Serve as Ministry of Foreign Affairs, this coalition proposal is 1 vote short of a majority. Therefore, until another party is willing to enter into a confidence and supply agreement with this coalition, we will abstain from voting for this coalition.
