| Vinician Law on Inheritance Senators, While the Republic implements a number of (pre)distribution policies to ensure that a moneyed aristocracy cannot emerge and threaten our liberties, there is one significant loophole in our system. Inheritance is currently entirely regulated by private law and the will of the deceased, making it possible to accumulate wealth across generations and maintain wealth inequality. It is time we tackle this matter and implement an inheritance tax supplemented by a gift tax. Under this proposal, all transfers of capital and material assets that are valued at more than 12 times the local poverty line as defined in the Vinician Law on the Maximum Wage (http://classic.particracy.net/viewbill.php?billid=573732) shall be subject to a 100% Capital Transfer Tax. The tax shall be administered by the municipal governments and shall apply both to transfers during the lifetime of the giver, including gifts to trusts, as well as assets transferred after death through inheritance. The municipal governments will have the authority to distribute the revenue generated through the Capital Transfer Tax in whatever way they see fit.
